Casinomeister's Verdict

Looks like another offshore tax haven. I have no faith that they would get involved with any player issue. If you want to run a Caribbean based clip-shot joint with no oversight, I would recommend these guys. Curacao Interactive Licensing N.V. (CIL) #5536/JAZ is a master license holder in Curacao, meaning it’s eligible to hand out sub-licenses to operators. It is known to turn a blind eye to violations and to allow casinos to operate without oversight.

Curacao Interactive Licensing N.V. (CIL) #5536/JAZ is a master license holder in Curacao, meaning it’s eligible to hand out sub-licenses to operators wanting to license themselves in the Curacao region.

Unfortunately, Curacao is notoriously secretive in nature – and Curacao Interactive Licensing N.V. (CIL) #5536/JAZ is no exception. It’s incredibly hard to find out anything about the license holder online, and, at the time of writing it doesn’t even appear as though they have a website!

Still, we’re going to do what we can – and, in this review we’re going to take a look at the master license holder in as much depth as we can.

About Curaçao Interactive Licensing N.V. (CIL) #5536/JAZ

As mentioned in the introduction, very little is unfortunately known about Curacao Interactive Licensing N.V. (CIL) #5536/JAZ – although a few things can be said with certainty.

First of all, they are one of only four master license holders in Curacao. These licenses are issued by the Justice Minister of Curacao and the governor General of Curacao, and the 4 main license holders are the only licenses which have been issued since 1996.

These master license holders are allowed to operate online gambling operations, as well as distributing sub-licenses, and this is what you’ll see when you play at online casinos licensed by Curacao; they’re sub licenses of either Curacao Interactive Licensing N.V. (CIL) #5536/JAZ, or one of the other three master license holders.

From what we’ve been able to determine the company (yes, it’s a company, really) was formed back in 2001, and they’ve actually set themselves up as a Limited Liability Company. Some sites indicate that the people who run the license may even have a criminal record – and while they are supposed to abide by anti money laundering rules, the anti money laundering procedures in place at many online casino sites licensed by this online gambling regulator are pretty poor, at best.

Provisions Of a License

Again, information surrounding the provisions of licenses issued by Curacao Interactive Licensing N.V. (CIL) #5536/JAZ is incredibly scarce, and it’s pretty hard to come across any form of information on the internet.

Still, like the other 3 master license holders in Curacao, it’s very likely that this licensee will require its sub-licenses to adhere to a number of legal regulations, including paying tax, having the correct company formation, ensuring the site’s hosting servers are hosted correctly, and so on.

It appears as though license holders are also expected to adhere to some responsible gambling measures – including self exclusion – but unlike some of the more major regulators, deposit limits and other tools like that are not rigorously enforced by operators, so this is definitely something to be aware of.

Any online casinos that hold a Curacao license are also required to have their business registered within Curacao. A Curacao license can only be issued to online gambling operators or to and online gambling platform if the business or gaming industry is located within the country – so this is why you’ll see so many companies who’re applying for a Curacao government sports betting or online casino license setting up shop in Curacao.

Disputes and Complaints

There is no official body for taking complaints, and for this reason, it’s vital that players choosing to play at a casino licensed by Curacao Interactive Licensing N.V. (CIL) #5536/JAZ should only play at a site they trust, and that has a dispute resolution service.

It’s actually almost impossible to even find contact details for Curacao Interactive Licensing N.V. (CIL) #5536/JAZ, so if you do have any problems with a casino, you’re really going to struggle to take your complaint anywhere.

However, the master holder of the gaming license does indeed have an email address, and this can be found on the official website (although it’s worth noting that the official website is often down and is actually quite hard to find.)

From what we’ve been able to tell from both our readers in the forum and from users at other casino websites, if you do submit a complaint to the online gambling regulator then it’s highly likely you’ll simply be given a ‘talk to the hand’ approach. It’s very unlikely that they’ll even reply to your email, and even if they do, you are very unlikely to receive a worthwhile response.

For this reason, we’d always recommend only playing at online casinos that hold a Curacao Interactive Licensing N.V. (CIL) #5536/JAZ license if you’re absolutely certain that the site is legit. If you do end up playing at one of these online casinos that’s not legit and find yourself running into problems, either with getting paid out or the casino games, then it’s highly unlikely you’ll receive any help.

FAQs

Is the Curacao Interactive Licensing Regulator Legit?

While it’s not fair to say that all online casinos and gaming sites operating under this gaming license are shady, scam sites, it’s an unfortunate reality that many are – and one of the biggest problems is the fact that the gaming regulator doesn’t really take complaints very seriously.

In fact, it goes further than that; they’ve even been shown to turn a completely blind eye to sites that are operating illegally – for example, running pirated/fake versions of games – and for this reason, unless you’re 100% confident that the site you’re playing at is legit, we’d strongly recommend avoiding random sites that the license covers.

How easily do they issue licenses?

This is another major problem with the Curacao Interactive Licensing regulator; they hand out online gaming licenses to pretty much anyone, and because the fees are so low when compared against other online regulators, this, naturally, attracts many shady characters and businesses to apply for a license.

Furthermore, the Curacao Interactive Licensing authority really doesn’t carry out the checks that they should; for example, according to the Curacao law, they should check, thoroughly, that all of their licensees have robust anti money laundering procedures in place – but this is rarely enforced.

What’s more, they’re also supposed to ensure that all video slots, casino table games and live dealer games offered at casinos are fair and use a truly random random number generator – but again, this is rarely the case, and it appears as though the gambling licensing body really doesn’t care much about making sure that its licensees are adhering to the rules and regulations that they should be.

What does a Curacao Interactive Licensing License Cover?

Any business that holds a license from the Curacao Interactive Licensing authority is able to offer a wide variety of different gambling services to players – and this includes everything from sports betting, casino games and poker, to bingo and virtual sports. Generally speaking, once the gaming regulator has issued a license the gaming website or business is free to operate pretty much any gambling service that they like.

Unlike most gaming regulators, Curacao master license holders don’t usually need to apply for more than one license if they want to offer different types of gambling products at their website. This is yet another reason why the license is so appealing for companies – especially new ones – who want to penetrate the iGaming industry and offer a wide variety of gaming services.

What is the ‘one license’ – the master license?

This is quite a confusing concept when it comes to the Curacao regulator – but it’s important that you have a good understanding of how it all works. The government of Curacao issues four master licenses to companies – the Curacao Interactive Licensing authority is one such receiver of these licenses.

Each master license holder is then able to sub-license gaming operators, and this is why, when you see online casinos and gaming sites licensed in Curacao, you’ll notice that they’re licensed by one of four different master license holders.

Why do so many sports betting and online casinos choose a Curacao Interactive Licensing license?

There’s a huge number of reasons why so many gaming companies and businesses choose to receive their gaming license from Curacao – and the first and most common is arguably the fact that it’s so easy to go about actually acquiring a license. It takes just a few weeks to apply and receive a license, and gaming operators can actually apply and be approved in under a month.

Next up, it’s worth noting that Curacao-issued licenses are very cost effective. Typically they cost less than $5,000, and this is a fraction of what it costs for normal gaming licenses. For example, if an online casino wants to apply for a license from, say, the UKGC or the MGA they can expect to pay hundreds of thousands of dollars – and the approval process is very lengthy.

Another reason why so many companies want a license from Curacao is down to the fact that the licensing authority doesn’t tend to carry out many background checks. This is, unfortunately, one of the reasons why so many shady operators are able to set up shop in Curacao.

However, the Dutch government appears to be slowly starting to clamp down on the whole Curacao license scam – and it’s very likely that in the next few years we’re going to be noticing changes in how these licenses are issued.
