If you want to run a Caribbean based clip-shot joint with no oversight, I would recommend these guys. Curacao Interactive Licensing N.V. (CIL) #5536/JAZ is a master license holder in Curacao, meaning it’s eligible to hand out sub-licenses to operators. It is known to turn a blind eye to violations and to allow casinos to operate without oversight.
